report on the united states aide to afghanistan. listen to this. investigators say as much as $10 million per day may be leaving can kabul. that's $3 billion a year. the u.s. has spent more than 70 billion on afghanistan over the past decade and investigators say there is no way to know how much of that cash ended up in the hands of the taliban militants who were trying to kill our troops. $10 million a day lost somewhere. jen griffin live at the pentagon. how could this happen? >> well, it happened right under the noses of the afghan authorities and the u.s. authorities. the u.s. had tried to get the afghans to start cracking down, checking the suitcases of v.i.p.es at the kabul international airport. when they did, the v.i.p.es just started driving on to the tarmac up to the planes with the money in their suitcases, according to this report. now afghan authorities won't allow u.s. officials into the v.i.p. area at the kabul airport to help them screen and that's not all. this is from the audit, quote: limited afghanistan cooperation has negatively programs to strengthen financial sector

afghanistan but they are over in the other places, somalia and arabian peninsula? >> that's right. actually this is a testament to bin laden's plan for the al qaeda network. he created a more diffuse network after the united states began to crack down on al qaeda in late 1990s. you saw rise of al qaeda in north africa and al shaback in east africa. al qaeda in iraq done great damage to u.s. forces. the taliban was once a government but relegated to affiliate movement of al qaeda. what you have a is number of organizations sort of franchises of al qaeda that continue to grow and thrive while we have focused in on the core as we called it. now i think after the death of bin laden in early may, i think we were able to get a lot of intelligence. we've gone after a lot of the other high-level officials within al qaeda and obviously this drone campaign been ongoing in pakistan and some cases yemen, we've taken out something like 1200 fighters from al qaeda including senior leaders. jon: right. >> this is all good news. but again the ideology of radical islam lives on and so do these affiliate gro

country, why? well, they've been active in afghanistan, had a deployment there for several years, active in the libyan air campaign, the cartoon issue. also, what we're finding in scandinavia is groups themselves are coming together from denmark, sweden, and norway, different ethnicities gathering and meeting in mosques, and they are adjacent -- they're local to norway, sweden, denmark. know where the targets are. and saying a man who lived in norway, head of a very radical sunni group from northern iraq who was prosecuted because he'd threatened norwegian ministers because he was going to be deported. he said, you deport me and i get killed in iraq, the same will happen to norwegian ministers. so they do have this fringe in scandinavian countries of islamist militants. >> when i have questions about terrorism here, i often come you and ask you, you know, who these people are, what's going on here. in terms of who might be behind this, who do you think? >> it could be a whole range of groups. but the point is that al qaeda is not so much an organization. it's more a spirit for these peop

in afghanistan, that's not going to coerce me into voting for it. on the other hand, i do think that some of the few remaining serious republicans understand that they will get blamed for this. so i think there is some pressure to do that. one other point i want to mention, rachel, which deeply angers me, these are people, the tea party people, who came to be the constitutionalists, they are in the process of launching the most fundamental assault on the american constitution, fundamental principle we have ever seen, and that was majority rule. the great breakthrough in the 18th century was self governance. and if you read the constitution, the assumption is majority rule in congress. it's majority rule in the states. in no part of the u.s. constitution are you required to get more than a simple majority of both houses to do anything. there's a 2/3 required for treaty only in the senate. that was special with foreign powers. there's a 2/3 requirement to amend the constitution or to impeach someone. but for legislation everywhere in the constitution all you need is a majority, and these pe

is going to count winding down the war in afghanistan as a substantial part of the savings. that could be worth about $1 trillion over 10 years. meanwhile, john boehner is working on his own deficit- reduction debt limit increase plan. he would take -- that plan would be affected in two stages. the first would be $900 trillion or so deficit reduction package, spending cuts, paired with roughly equal amount in debt limit increase. then he would empower a special committee to find an additional $1.60 trillion to authorize or trigger another increase in the debt ceiling. the problem with this proposal, however, it would require raising the debt ceiling by the requisite $2.40 trillion amount into the stages. that is something the president and democratic leaders after yesterday's said is a nonstarter. they say it would create too much uncertainty for the marketplace and the economy if this process had to be replaced at the beginning of next year or summer of next year. >> the house republicans made their own at last it with a cap and balance plan that did not make it to the senate. the pre
